Medicaid Waiver

The Medicaid Waiver program “waives” the pre-1981 requirement that eligible persons be institutionalized in order to get funding for long-term care. The waiver reimburses families for the costs of caring for their child (of any age) in their home or can provide funds to facilitate independent living for an adult. There are provisions for developing social relationships and skill-building.

For children under the age of 18, the waiver also “waives” the parent’s income and asset requirements normally associated with Medicaid. Adults on the waiver must meet the asset and income restrictions associated with Medicaid. Persons on a Medicaid Waiver automatically are enrolled in Medicaid Disability as their insurance plan.

Eligibility

Indiana offers eight Medicaid Home and Community-Based Services (HCBS) programs that target specific groups. HCBS programs allow members to live in a community setting and avoid institutional placement. To be eligible for any HCBS program, you must meet Medicaid guidelines and HCBS program-specific eligibility guidelines.

The Bureau of Developmental Disabilities Services (BDDS) provides services for individuals with developmental disabilities that enable them to live as independently as possible in their communities. The BDDS fact sheets outline the eligibility requirements for the waivers:

Using the Waiver at ASI

  1. Make sure you have the Medicaid Waiver.
  2. Tell your Case Manager you would like to receive services from ASI. You will need to “pick” ASI as your provider and sign the “pick list.”
  3. ASI will contact you to get the services needed.

Completing the Waiver Application

Paper applications must be printed, signed, and submitted to the local BDDS office via fax, mail, or in-person delivery. For a list of locations and contact information, download the BDDS office locations information sheet.
